Are there any suggestions to this request?
I need a maximal resolution (4K->) from a stream, but the frame rate is not required to be high...
If there are any budget solutions, it would be much appreciated.

Certain machine vision cameras go in this direction of the trade off since for industrial inspection they also often need more resolution and don't care that much about frame rate. I see devices listed with 5496×3672 at around 5 fps for example or even 5320×4600 at 15 fps. But they can be quite pricey.
I wonder if at a certain point, maybe 0.5 or 0.1 fps, the best approach would be to have something that takes regular photos and save them to a folder, and then something else is taking these images and produces an MJPEG stream out of it.
If the images are saved directly to the computer it could even bypass the stream/capture step entirely. Kinovea can open a folder of images with sequential names and load it as a video. I have not tested this with very large images, the explorer will be quite slow to create the thumbnails which isn't necessary for this. I think for 8K images at 0.5 fps or less this might be an interesting option.
There is also latency and lens quality to think about.
I would love to use Kinovea´s lens distortion calibration features and pick the images out of the stream on Kinovea. If there is a feasible solution to use a third party camera and still apply the calibrations and Kinovea-tools to saved *.kva-files, that could work, too.
0,5-5fps would probably bee sufficient
If you’re focusing on getting a solid 4K stream without worrying about high FPS, I’d recommend using software like OBS or Streamlabs, which are both free and can handle 4K without too much hassle. A mid-range graphics card like the GTX 1660 Super or something similar from AMD should do the trick, and it won’t break the bank. Just make sure your internet connection can handle the bitrate needed for stable 4K streaming. I’ve used setups like this before, and as long as your connection is good, it’s possible to get great quality without needing top-tier gear.

Thank you for your suggestion. I also need a fireproof connection so i´d rather not use any wireless 
The "problem" is that i do NOT need any higher fps, only high quality imaging.
I will check the OBS Studio, but I still need functionalities from from Kinovea, so I have to figure out some way streaming into Kinovea from OBS?
If you don't need a high frame rate, I'd recommend checking out YouTube or Vimeo for 4K streaming. Both are free options, though YouTube has ads. I’ve used an Elgato Cam Link for streaming 4K with good results—it’s pretty affordable for what it offers, and it handles the resolution without issues, even if you're not aiming for a super smooth frame rate. You could also look into OBS for a budget-friendly software solution that supports 4K streaming.
